A sweeping investigation by Greece’s Independent Authority for Public Revenue (AADE) has uncovered shocking levels of non-compliance among major leasing, rental, and used-car companies. According to recent electronic cross-checks, thousands of vehicles have been circulating on Greek roads without valid insurance or unpaid road taxes, some for several years.
⚠️ Massive Violations Across the Industry
The AADE’s digital audits, covering data from 2021 to 2025, revealed that dozens of companies were operating large fleets completely outside the law.
– One rental company received 300 violation notices for uninsured vehicles with unpaid road fees.
– Another was found with 200 similar offenses, while many others had between 50 and 100 violations each.
Officials described the findings as “indicative of the true scale of the problem in the market.”
Cars Declared ‘Inactive’ Still on the Road
The investigation also exposed a widespread practice of falsely declaring vehicles as “immobilized” or “inactive.” Thousands of such cars were found actively circulating, despite being officially listed as off the road — and therefore uninsured and untaxed.
Fines and Penalties
Companies and individuals who received notices have until the end of October 2025 to settle their obligations. Failure to comply will trigger automatic fines and additional penalties:
– €500 for passenger cars
– €1,000 for trucks and buses
– €250 for motorcycles
For unpaid road taxes, the AADE will impose back payments with surcharges of up to 100%, along with license and plate confiscations.
Next Steps: Real-Time Vehicle Checks
This large-scale operation marks the first phase of an ongoing enforcement campaign. From 2026 onwards, electronic inspections will occur twice a year — on March 1st and August 1st — via the new Vehicle Cross-Check Information System.
This system connects databases from the AADE, the Ministry of Transport, the Ministry of Citizen Protection, and insurance providers, allowing real-time detection of uninsured, untaxed, or falsely immobilized vehicles.
A Digital Revolution in Road Compliance
Officials say the digitization of vehicle data has transformed the state’s ability to track compliance. For the first time, authorities can instantly identify vehicles missing insurance, KTEO inspection, or tax payments.
“These cross-checks have revealed the true extent of the problem — and who is responsible,” one AADE official stated.
